31. On the night of 14th May, 1974, information was received by the C.I.D. that a quantity of drugs had been dumped in the sea off Lyemun Bay. On 17th May, 1974, a joint party of Narcotics Bureau and C.I.D. officers, with the assistance of divers succeeded in locating four gunny sacks of drugs. These on examination were found to contain 80 packets of raw opium and 6 blocks of morphine hydrochloride bearing the '999' trademark. A further search of the sea-bed in the following days proved fruitless. The total quantities of drugs recovered was 165.22 kilogrammes of raw opium and 8.51 kilogrammes of a mixture containing 7.97 kilogrammes of morphine hydrochloride. Enquiries failed to establish ownership of the drugs and no arrest was made.

32. On 17th May, 1974, officers of the Preventive Service searched the U.S. vessel m.v. 'St. Louis' which had arrived in Hong Kong from Singapore. 48.5 grammes of cannabis, 73.6 grammes of cannabis resin and 2.1 grammes of salts of esters of morphine were discovered in various hiding places. on board the vessel. Enquiries failed to establish ownership of the drugs and no arrest was made.

33. On 1st June, 1974, a Japanese male Kiyoshi Isursu arrived in Hong Kong from Macau. He was searched by officers of the Preventive Service and 5.1 grammes of cannabis resin and 4.2 grammes of cannabis were found inside his shoe. Isutsu was arrested and charged with Possession of Dangerous Drugs. He was convicted and fined HK$250.00.

34. On 16th June, 1974, a Chinese male, LI Cheuk (2621/3625) arrived in Hong Kong from Macau. He was searched by officers of the Preventive Service and 3.4 grammes of salts of esters of morphine were found on his person. Li was arrested and charged with Possession of Dangerous Drugs for the Purpose of Unlawful Trafficking. He was convicted and fined HK$250.00 plus 2 months imprisonment suspended for 18 months.

35. On 29th January, 1974, acting on information, a party of police officers raided a flat in the New Territories. The premises was searched and a large quantity of No. 3 heroin and packing material was seized. One man, MA Tak (7456/1795), 26 years and three women, CHAN Ying (7115/ 5391), 55 years, CHIN Siu-fan (6929/4562/5358), 20 years and NG Siu-chun (0702/4562/3791), 45 years, found in the premises were arrested. The total weight of heroin seized was 11.2477 kilogrammes of a mixture containing 4.3325 kilogrammes of salts of esters of morphine. The arrested persons were jointly charged with Possession of Dangerous Drugs for the Purpose of Unlawful Trafficking. The case is still pending.

36. On 10th April, 1974, acting on information, a party of Police officers raided a residential flat in Mei Foo San Chuen, Kowloon. The premises was searched and a total of 21 blocks of morphine hydrochloride bearing the '999' trade mark were seized. A man, WONG Ho-ching (7806/3109/3237), 33 years and his wife, Lam Siu-yuk (2651/1421/3768), 21 years, found in the premises were arrested. The total amount of drugs seized was 17.843 kilogrammes of a mixture containing 15.53 kilogrammes of morphine hydrochloride. WONG and LAM were jointly charged with Possession of Dangerous Drugs for the Purpose of Unlawful Trafficking. WONG was convicted and sentenced to 6 years imprisonment. A nolle prosequi' was entered against LAM.

37. On 29th April, 1974, acting on information, officers of the C.I.D. raided a residential flat in Tsuen Wan, New Territories. The premises was searched and a large quantity of No. 3 heroin was found.

A man, No Chun-yuen (0702/2646/3292) found in the premises was arrested. The total quantity of drugs seized in the premises was 13.9481 kilogrammes of a mixture containing 5.0796 kilogrammes of salts of esters of morphine. With the assistance of officers of the Narcotics Bureau a second raid was carried out at another premises in Tsuen Wan and a second smaller quantity of heroin was seized. NG admitted that this amount also belonged to him. The seizure in the second premises was 1.5311 kilogrammes of a mixture containing 0.6158 kilogrammes of salts of esters of
