DRUG SMUGGLING INTO HONG KONG

A considerable quantity of drugs is smuggled into Hong Kong. One of the methods by which large quantities are smuggled is by fishing trawler from the Gulf of Thailand. A typical load for one of these trawlers would be one ton of opium and several hundred pounds of morphine base.

For the first part of the journey to Hong Kong it is recognised that it would be very difficult to differentiate between the fishing trawlers and the smuggling trawlers. The latter part of their journey is in waters not normally frequented by Thai trawlers and hence the presence of such trawlers if on a track towards Hong Kong would make them immediately suspect. The route adopted for the latter part is one of the following:-

Inshore Route:
(i) Take a visual departure fix to the east of the Catwick Islands.
(ii) Steer North for about 300 miles to approximately 1705 N 110°00'E.
(iii) Steer 045° for Hong Kong.
Offshore Route - tako a visual departure fix to the East of the Catwick Islands and follow the normal merchant ship route to Hong Kong passing East of the Paracels.
The trawlers normally have a passage speed of about 14 knots and make their departure fix from the Catwick Islands during daylight.

Any ship in the South China Sea, East of 110°E, which encounters a Thai Trawler which appears to be on passage for Hong Kong is to make a priority CONFIDENTIAL signal to Commodore-in-Charge Hong Kong giving as much detail as possible. Of particular importance is the position, course and speed. The DIG KMA is to be used.

The trawlers are not to be stopped, questioned or harassed in any way, unless special instructions are issued by Commodore Hong Kong.
