F.B. the Governor said the question of Hong Kong's participation in the CFTC would require consultation with the Executive Council. To enable such consultation to take place, he would be grateful if further information and documentation on the CFTC could be provided. In this connection, he suggested that Mr. Smith should have further detailed discussions with the S for SS and the 3 for CS and that the Hong Kong Commissioner in London should keep in touch with the Commonwealth Secretariat. Generally, he thought the main attraction of participation lay in the possibility of Hong Kong rec iving CFTC assistance in the provision of expert consultants, but this would be an attraction only if Hong Kong could itself select the consultants to be provided. Kr. Smith confirmed that the CFTC was generally quite happy to leave the selection to the beneficiary.

Finally, Mr. Smith mentioned a proposal to set up three regional centres, under the Commonwealth Youth Programme, for the training of Youth leaders. He undertook to send material on this to the S for SS and the SIA. H.E. the Governor said the Hong Kong Government might well be interested in this, bearing in mind the size of its commitment to youth which constituted more than half of Hong Kong's population.
