I enclose copies of two records of discussions held with Mr. Arnold Smith and his personal assistant Mr. Caffin in January this year. A copy of a third meeting held in March 1974 with Mr. R.H. Wade, Deputy Secretary-General of the Commonwealth Secretariat is also enclosed.

You will see that at the Government House meeting only general interest was expressed in youth leader training (para. 8 of note) and there was no specific mention of a research project on the effects of drug dependence among young people. The second meeting in the Secretariat dealt exclusively with the Commonwealth Fund for Technical Cooperation.

The discussion with Mr. Wade included reference (at para. 8 of note) to the regional centres. But there was no mention of this research project.

In short therefore, there was no discussion of this research project into the field of drug addiction - only an expression of general interest in the scheme for training of youth leaders.

6.

I will in the meantime refer this proposal to the other Branches concerned with youth and drug addiction and will let you know our views as soon as possible.
