XI. ILLICIT TRAFFIC
In 1973 Government anti-narcotics units made 12,713 individual seizures of which 7,247 involved heroin and 5,045 involved opium. The total weight of opiate drugs amounted to over two thousand five hundred kilogrammes.
Since the large seizure of opium off the South Vietnamese Coast in early 1973 and the action taken by the Thai authorities throughout the year resulting in the arrest of three major drug traffickers, together with that of a senior officer of the Thai Police Narcotics Agency for alleged protection of traffickers, there has been a significant change in the pattern of drug imports into Hong Kong. The practice of using fishing trawlers and junks to import large quantities of narcotics has almost completely ceased and in fact the last reported sailing of a Thai trawler to Hong Kong was in June, 1973. However intelligence reports indicate that several trawlers have reached Hong Kong within recent months with consignments of narcotics.
Raw opium reaching Hong Kong is almost entirely destined for local consumption after conversion to its prepared form. There is no evidence of opium being converted to morphine locally or being exported in significant quantities. Seafaring addicts continue to take small quantities of prepared opium with them on their voyages, but this is only for their personal con- sumption. In 1973, 2,323 kilogrammes of opium was seized.
A large quantity of the familiar '999' brand morphine blocks were seized. The blocks weighed about 1.3 kilogrammes and were of approximately 85% purity. The total weight of a salt of morphine seized during the year was over 380 kilogrammes. On its arrival morphine is delivered to illicit laboratories for conversion into No. 3 (crude) heroin. Three such laboratories were neutralized during the year. indications that heroin is smuggled out of Hong Kong and although the extent is not known, it is thought to be very little.
