As H.E. the Governor indicated in his letter

to Sir Duncan Watson of 22nd January 1973, reference L/Mnowledge

4/73 in SCR 4/1316/72, enclosing Papers One and Two in a series of five being prepared about Hong Kong's drug pro- blem, the remaining three papers would be forwarded for information when ready. They are now attached. (Bangkok already has them through the Narcotics Liaison Officer.) Although they do not concern you directly being about domestic action, nevertheless I hope you will find them of interest.

A White Paper has been written containing the meat of these five papers suitably sanitized which will be published early in March. I will send you copies in due course.
