Please see the attached letter from the Commodore Hong Kong. This is further clarification of the limited action that the Royal Navy would be able to take against Thai trawlers suspected of carrying narcotics. I have sent a copy of the letter to Mr Train in the Home Office but as the letter is classified "Locsen" I am not sure if a copy should go to Mr Rolph. If you think that he should have a copy I will ask Mr
or loire votimal, NP Griffiths in the MOD if he sees any objection. Roy thin this
