Dear Norman,
Thank you for your letter (103) in SCR 4/1316/72 I of 28 January with the copies of the remaining three papers on the problem of narcotics in Hong Kong. As you say they are not of direct concern to us and we do not have, in the FCO, sufficient expertise on the whole question of the treatment and prevention of drug addiction to be able to offer any comments on your proposals which might be useful to you.

Nevertheless in the belief that you might welcome relevant comments we have asked Gris Train to consult his Home Office experts to see if they have any helpful ideas. has promised to do so. I hope that we have not gone beyond
