Dear Norman:
I apologize for the long delay in getting back to you and Chris Train relative to the idea of our putting together an informal working committee to consider mutual problems that might arise relative to the narcotic traffic.
John Bartels concurs with the proposal we had agreed upon and we would be very pleased to host the first meeting at Washington during the month of June or early in July.
As the Secretary of the group, you may wish to propose a date for our first meeting and whether you would like to meet for two or three days.
Following our sessions in Washington, you may also wish to visit New York and en route from Hong Kong you may wish to stop over at Honolulu, Los Angeles or San Francisco, where you could meet with our people.
There has been no change in the situation since we met at Geneva. We see no pressing or urgent problems at the moment. We will put together some agenda items which will tend to be routine and send them to you as soon as possible. We also have in mind giving you the best possible briefings on the limited but persistent traffic from Rong Kong and the growing traffic from Southeast Asia into continental Europe which can affect us. Singapore and Malaysia seems more the source at present than Kong Kong.
