I attach in duplicate a draft of the provisional agreement reached between Jack Cusak and ourselves at Geneva which I hope records correctly the substance of what we did agree! I would be grateful for any comments or amendments.

I have not shown this to anyone in Hong Kong yet and of course have not sent anything to Cusak. Once I have your agreement to the draft, I will consult the Secretary for Security here. Provided he does not demur to the extent of requiring changes of substance, then I will send the note formally to Cusak.. and yourself. I hope this is agreeable to you.

I much enjoyed meeting you again at Geneva and the experience of attending the Commission. I arrived back in Hong Kong wiser, if poorer, and trust that you got home safely and found your family in good shape.
