FUTURE OF ANGL.C/US/HONG KONG CUOPERATION AGAINST DRUG TRAFFICKING

Since then John Ingersoll has left the Bureau of Narcotics and Dangerous Drugs./ and enlarged into the Drug Enforcement Administration (NSA), and has been succeousů by John Bartels. Taking advantage of the change, with the agreement of 100, Jong Kong and the DBA, I secured a delay in deciding on the future of the Hour Hong exercise on the ground that no action should be taken which was likely 13 sily to prejudice the implementation of the recommendations of the United Natione Committee on Drug Trafficking in the Far Last (whose rain recommendation. mer S at obtaining better cooperation in the region at operational drug law enforsment level).

The recommendations were approved at the 3rd pecial vession of the Narcotics Commission at Geneva in February (subject to the imrimatur of 200500), and during that meeting; I had informal discussions with kr Bartels and subsequently with the Head of the International Division of D2A (12 Jusak) and with Dr Molph, the long Kong Commissioner for Narcotics, about the future of the aglo, Co/long vong sxercise. The DA, -now-that-their house is in order, were keen to maintain the initiative and the long kong and United Kingdom sides undertook to consider their proposal that meetings should continue for the time being and subject to regular review, on the following basis. The meetings should be between the lead of the DIA (er of its International Jivision), the hong kong Commissioner for Marcotice, and the lead of Home Office Drugs branch, accompanied by such additional officers us each night thich appropriate (but representation should be kept to a minimum).
