Sir Harry has written to the Governor and to myself stating how beneficial both he and Mr. Dittert found this visit which enabled them to receive a comprehensive general impression of the nature and extent of Hong Kong's drug problem and the measures being taken to cope with it. The knowledge they have gained, Sir Harry stated, will be of considerable and continuing service to the International Narcotics Control Board. There is no doubt that both visitors were impressed by the full appreciation we have of our narcotics problem as a whole, and by the realistic and energetic approach we are adopting to deal with it.

The outcome of this visit I am sure can only rebound to Hong Kong's credit both within the International Narcotics Board and at the United Nations Economic and Social Council where Sir Harry is a figure of much prestige and influence in his capacity as President of the Board.
