21. On 7th November, 1973 officers of the Narcotics Bureau raided a flat in Yau Ma Tei, Kowloon. The officers forcibly entered the premises and found that two pans of prepared opium had been poured over the floor in an attempt to dispose of the evidence. Two men, SHUM Shing-chi (3088/2052/2655), 31 years, and Law Chun-ying (5012/2182/5392), 36 years, were found inside a bedroom in the process of changing clothes. A search of the premises was made and quantities of raw opium, prepared opium, opium dross, opium water, raw opium resideue and opium manufacturing paraphernalia were seized. SHUM and LAW were arrested and jointly charged with Manufacturing a Dangerous Drug and Possession of Dangerous Drugs for the Purpose of Unlawful Trafficking. The total amount of drugs seized on the premises was 4.3 kilogrammes of raw opium, 817.2 grammes of prepared opium, 1.003 kilogrammes SHUM of opium dross, 4.09 kilogrammes of raw opium residue and 12.395 litres of opium water. and LAW were convicted and sentenced to 3 years and 18 months imprisonment respectively.

Importation
22. On 15th July, 1973, a man, NG Ki-sing (6702/1142/2052), 57 years, arrived at Kai Tak Airport from Bangkok. He was searched by officers of the Preventive Service and 55 grammes of prepared opium was found on his person. NG was arrested and charged with Possession of Dangerous Drugs. He was convicted and fined HK$1,000.00.
