INTERNATIONAL COOPERATION

In his letter to you of 11 January (copied to me) Norman Rolph gave the views of the Hong Kong Government on the setting up of tripartite HK/US/UK meetings to liaise on illegal narcotics traffic in the Far East.

This is simply to say that I see no reason to object to his analysis of the current situation. If, as the UN Ad Hoc Committee has recommended, regular meetings do take place between law enforcement officers in the region, the HK/US/UK meetings would, as Rolph has pointed out, only duplicate their work. However, if the Americans still wish to press ahead on this, I think we should fall in with their wishes, so long as the meetings do not involve unacceptable disruption of more important work.

You may also like to see the attached copy of a letter from the MOD about the trawler traffic. As we expected they are less than enthusiastic about the possibilities of intervention. However, since the traffic is apparently no longer regarded as a threat, perhaps we need not take this too tragically.
