A.C.A.N. will conduct during 1974 a comprehensive review of all the present treatment programmes, with the aim of advising Government about the facilities required to tackle addiction in a decisive way. In this it will be assisted by a Narcotics and Drug Administration Division being formed in the Medical and Health Department to provide it with the essential medical advice. This Division will be responsible for developing treatment plans for its consideration, for conducting research, and for implementing and supervising all programmes and projects approved by Government which are concerned with the treat- ment and rehabilitation of drug addicts, whether inside or outside prisons.

A.C.A.N. has been reconstituted as a permanent non-statutory body with seven official members and five unofficials under the Chairmanship of Dr. the Honourable Sir Albert Rodrigues, making a total membership of twelve. The Committee's terms of reference have been strengthened, making it the advisory instrument of Government in all policy matters relating to the eradica- tion of drug trafficking and drug abuse, whether these are external or domestic, and whether related to Government departments or voluntary agencies. It is also the channel for advice to Government on the allocation of resources in this field. Departmental plans, and those of voluntary agencies which derive funds from Government sources or from Government controlled charities, will be referred to the Committee for its consideration and a recommendation in the first instance. Its new composition and revised terms of reference are at Appendix 'D'.
