The Problems

A number of syndicates with close connections in Thailand arrange for the import of opium products into Hong Kong on a regular basis. Their unlawful drug activities are cloaked by substantial legitimate businesses. They operate under very tight security, as does the entire trade above street level, and are extremely difficult to penetrate.

Once raw opium and morphine products have been smuggled ashore and stored here, the importers market them in lots to brokers. These in turn sell the opium to divans, or groups of divans, which prepare it for smoking by a boiling process. Morphine products are sold for transformation into heroin in makeshift 'laboratories'. It is then made up into small packets and sold to street syndicates with packets of barbitone, or some other base powder, and peddled to addicts at street level. There are occasional variations in the procedure. Most heroin inhaled locally, known as No.3, is so adulterated that its morphine content and thus its potency is considerably reduced. Heroin injection is practised only on a very limited scale in Hong Kong, probably because No.3 cannot safely be used in this way on account of its impurity.

The number of heroin laboratories' here is not known, but probably not less than twenty work intermittently. They operate under strict security and move from place to place frequently to escape detection, The types of premises used for them vary from houses standing in their won grounds and flats in high rise buildings, to isolated farms and chicken runs
