Manufacture
20. On 19th October, 1973, following months of investigation and surveillance, officers of the Narcotics Bureau raided a flat in Kwun Tong, Kowloon and arrested three men, including the heroin chemist, actually in the process of manufacturing No. 3 heroin. These were CHAN Siu-shing (7115/ 0340/0524), 34 years, Li Tai-shing (2621/1132/1004), 29 years, and CHAN Ho-tin (7115/3185/6879), 36 years, all ethnic Chiu Chau. The premises were searched and a large quantity of No. 3 heroin and manufacturing equipment including buchner flasks and funnels, bowls, stirrers, basins and sieves, was seized from the room where manufacture was in progress. From a bedroom a further quantity of No. 3 heroin already wrapped was seized together with 14 blocks of morphine hydrochloride bearing the '999' trade mark and a number of metal bins containing crushed morphine. From other rooms various other items of manufacturing paraphernalia was seized. The total seizure in the flat consisted of 30.8033 kilogrammes of a mixture containing 12.9930 kilogrammes of salts of esters of morphine and 30.78 kilogrammes of a mixture containing 25.19 kilogrammes of morphine hydro- chloride (a salt of morphine). While the officers were searching the premises a woman, CHAN Chor-hing (7115/2806/0615), 41 years, was arrested as she was about to enter the flat. Surveillance had previously identified her as being involved in the heroin manufacture. All four were jointly charged with Manufacturing a Dangerous Drug and two counts of Possession of Dangerous Drugs for the Purpose of Unlawful Trafficking. The case is still pending.
The heroin refinery was located on
the first floor of a tenement block.
