that at an appropriate time, further consideration should be given to the desirability of establishing a Commission of Inquiry to unearth information about major syndicate operators (paragraph 41);

(P) that the idea of detaining major syndicate operators without trial should not be

pursued at present (paragraph 42);

(a) that Narcotics Bureau field squads,

concentrating solely on illicit narcotics

activity, should be set up as soon as Police manpower resources permit (paragraph 44).
