the greatest possible degree of law enforcement pressure and harrassment. The Narcotics Bureau expansion plan thus provides for two field squads, one in Hong Kong and one in Kowloon, which will concentrate solely on illicit narcotics activity. These should be set up as soon as Police manpower resources permit.

Summary of Recommendations.

45.

This paper makes the following recommendations :-

(a) that the Pharmacy and Poisons Board be invited

to advise as soon as possible on the best manner of controlling factory made 'dangerous drugs' (paragraphs 8-9);

(b) that mandatory minimum sentences for drug

offences should not be introduced at the present time (paragraph 23);

that the sections of the Dangerous Drugs Ordinance which deal with those engaged in the illicit trade should be added to

Part I of the Schedule to the Corporal Punishment Ordinance, Cap. 222 (paragraph 24);

that the upper limit on fines for major dangerous drug offences (trafficking and manufacturing) be removed (paragraph 25);

that Crown Counsel should take every suitable opportunity to remind the Courts of the gravity of the drug problem and to emphasize that the trade can only flourish. with low level help (paragraph 26);

(f) that drug offences other than major

trafficking (importing) and manufacturing heroin should be taken to the District Court or Supreme Court; this applies particularly to divan keeping (paragraph 26);
