APPENDIX 'A'

11.

On the initiative of the Treatment and Rehabilitation

Sub-Committee, in January 1970 4.0.A.N. approved the formation

of a Working Party on Narcotics Publications with the following

Terms of Reference :-

12.

(a) To collect, examine, correlate, interpret and

evaluate all data and information about drug

dependence in Hong Kong as contained in overseas and/or local publications with a view to providing

the basis for further action and for review of

existing programmes and policies.

(b) To put up recommendations in the field of treatment

and rehabilitation for consideration by A.C.A.N.

The membership of the Working Party consists of

representatives from the following departments and organisations :-

Lutheran World Federation, (L.W.F.)

Hong Kong Discharged Prisoners Aid Society,

Hong Kong University,

Medical and Health Department

Prisons Department,

Pui Sun Centre, (L.W.F.)

Research Consultant, (L.W.F.)

Society for the Aid and Rehabilitation of Drug Addicts,

Secretariat for Home Affairs.

13.

During 1972 A.C.A.N. approved of and is supervising a

Methadone Maintenance Pilot Scheme being run by the Discharged

Prisoners' Aid Society. The scheme covering 100 clients commenced

at the end of 1972 and will run for three years. The Terms of

Reference of the Supervisory Committee are

(a) To be responsible for the supervision and continuity

of the Methadone Maintenance Pilot Scheme for heroin

dependents carried out by the Hong Kong Discharged Prisoners' lid Society, (H.K.D.P.A.S.)
