APPENDIX 'A'

Terms of Reference and Membership of A.C.A.N.

and its Sub-Committees

A.C.A.N.'s original Terms of Reference were :-

(a) Pooling or exchanging information or suggestions

of mutual interest in connexion with :-

(i)

the suppression of the drug traffic;

(ii)

(iii)

the cure and full rehabilitation of addicts;

inhibiting the spread of addiction to non-addicts;

(iv)

research into the extent of, and into social and economic factors affecting addiction in

Hong Kong.

(b) Using the opportunities provided by periodic meetings

to reach, when practicable, a greater and more immediate degree of mutual co-crdination and co-operation between the organisations represented.

(c) Drawing the attention of the Narcotics Advisory

Committee to any changes in Government policy, or

in the law, which may appear desirable.
