(d) implementing and supervising programmes and

projects approved by Government in regard to

the treatment and rehabilitation of drug addicts, whether inside or outside prisons,

(e) doing such other things in this field as the

Director of Medical and Health Services may

deem necessary.

This Division should be the principal repository of Government's expertise regarding the treatment and rehabilitation of drug addicts.

Secretariat

Narcotics Commission.

It is recommended that there should be established a

Secretarit Narcctics Commission in the Secretary for Security's office responsible to the Secretary for Security. It should be headed.

Secretarunt by the Commissioner for Narcotics. The function of the Commission

would be to service A.C.A.N. and its committees and to monitor implementation of Government policy and decisions. It would also be responsible for the co-ordination of all activities, Government and otherwise, concerned with implementing agreed policies to combat the many problems associated with the illicit drug trade and for initiating proposals for the consideration of 1.0.4.N. Its responsibilities would also include the international aspects of the drug trade, matters concerned with the law and related procedures, education and publicity about dangerous drugs, community-involvement, liaison and co-ordination with Voluntary Agencies and inevitably it would be very closely associated with the Drug Addiction Treatment and Research Division in the Medical and Health Department. It would also deal with the so-called 'soft drugs' and the problems and perplexities these cause to young people and others at the present time.

If it is agreed in principle to establish this Gemmission, the staff required for it will be worked out by the Secretary for Security and the Commissioner for Narcotics.
