for advice to Government on the allocation of resources in this field. It is proposed that all departmental plans, and those of voluntary agencies which derive funds from Government sources or from Government controlled charities, for projects designed to implement these policies shall be referred to the Committee for its consideration and recommendation in the first instance. In this manner it is hoped that a greater degree of co-ordination and co-operation will be achieved, and that in particular, the activities of Government Departments in the dangerous drugs field will be brought firmly within the purview of A.C'.A.N.
28.
It is recommended that membership of ... should be decreased from 17 to 12 as follows :-
(a) A prominent Unofficial, Chairman
(b) Secretary for Security
(c) Director of Medical and Health Services
(d) Director of Commerce and Industry
(e) Commissioner of Police
(f) Solicitor-General Director of Soarl Welfare
(g) Commissioner of Prisons
(h) Commissioner for Narcotics
(i) One Unofficial Member of the Legislative Council
(j) Three Unofficials to be appointed by H.E. the Governor.
Thus the total membership will be 7 officials and 5 unofficials. The Secretary and service back-up would be found from the Narcotics
Commission described later in this paper.

It is suggested that upon its reconstitution A.C.A.N. should drastically revise its Committee structures and membership.
30.
The following new Terms of Reference are proposed for A.C.A.N. :-
