perhaps British nationality could be, with the right to a British (but not a United Kingdom) passport. My difficulty about this is that it would lead to the continued existence overseas of a group of people having no close personal or ancestral connections with the United Kingdom whom the United Kingdom would arguably have to accept on expulsion.
