1. Although one can have a good deal of sympathy with Mr LAW, particularly since he had spent money on providing an access road, etc, to his quarry, I think we have no real option but to accept the recommendation in the despatch that we cannot accede to Mr LAW's request for continued operation or compensation. Would you agree?

2.

Incidentally, the despatch refers, in paragraph 11, to a recommendation to the Queen. Since the petition is addressed to the Secretary of State, I take it that this is an error.
