BLAIR-KERK REPORT: AMENDMENTS TU HONG KONG PREVENTION OF BRIBERY ORDINANCE

1.

in his telegram number 1446 of 14 December 1975 the Governor said that he would be dealing with his proposed amendments to the Prevention of Bribery Ordinance separately. Cpara 11).

2. He has now done so in the form of the attached draft Prevention of Bribery (Amendment) Bill together with the covering memorandum which was considered by Executive Council of 15 January.

The proposed Bill will give effect to the recommendations of the second Blair-Kerr rerort as agreed by us. These are listed in the summary attached to Mr Stuart's submission of 15 October 1915 and approval was conveyed to the Governor in FCO telegrams numbers 1000 of 8 October 1975 and 1148 of 12 November.

4. Mr Rushford has studied the proposed Bill and has commented that it seems to be in line with the amendments agreed with us (his minute of 16 January).

5. Since proposed legislation is normally introduced into the Legislative Council shortly after consideration by ExCo, 1 suggest we might send a telegram signı ying our agreement to the proposed bill. I attach a draft telegram accordingly and have included in it one small point mentioned by Mr Rushford.
