Mr Blaker may, however, wish to consider this complex of

questions once again, since the task of defending the revised

Section 10 in Parliament would now be likely to fall to him. We

would of course face a substantial row with Hong Kong Executive

Council if we were at this stage to withdraw our general agreement

to changes in Section 10.
