Then I think we should telegraph to the Governor saying that, while we accept his assessment that Mr Pickering is a suitable person to be Senior Puisne Judge, we should be glad to know if there is anything as respects Mr Huggins that would make the latter a less suitable person. We might also refer to the letter about the post of Senior Puisne Judge mentioned in my paragraph 4 above and ask if any thought has been given to the abolition of the post e.g. on the creation of posts of Justices of Appeal.

Turning now to the other vacancy, my impression of Mr Baber is that he is one of the duller members of the District Court I think we had better look at his confidential reports, and those of Mr Yang (if available), Mr W S Collier, Mr R O'Connor and Mr F Addison.
