I have now located the "Disciplinary Proceedings (Colonial Regulations) Regulations" referred to in paragraph 8.

You will see that the draft Regulations at E ii/32 on ODM's 1967-69 file SA 249/265/01 were approved, subject to deletion of the word "but" from paragraph 3(a) of Regulation 8 (and notwithstanding the other manuscript amendments written in on page 5 of the draft), by our saving despatch no 229 of 25 June 1970 (on file RC 226/604/01).

We ought to have an up-to-date copy of the Regulations. If the amendments now proposed are approved, Hong Kong will presumably be printing a new edition and I shall try to ensure that we get a сору.
