HONG KONG : ADMINISTRATION OF JUSTICE

1.

You may be interested to see the enclosed copy of a letter of 8 May to the Governor from the Chief Justice, which I have just received.

2. In his covering letter to me the Chief Justice added:

"The real point about the number of jurors is that there are so many people who are in Hong Kong only for a short period of time each year and also so many people in Hong Kong who live here permanently but are absent for part of each year. Therefore, we have an unfortunate and unusual wastage."

We were sent a copy of the letter from the Chairman of the Bar Association (Mr Zimmern) to which the CJ refers.

I understand there is to be a meeting with the Governor on 20 June about the various matters raised in Sir Duncan Watson's letter of 18 April, which Sir Vincent Evans and I will be glad to attend.
