This is not a very satisfactory defence as the new Chief Justice has already been in his job for about a year. I think it is the best we can do. I therefore recommend that we should for the moment say nothing to Lord Gardiner unless he approaches us. If nevertheless he does so, we should use the formula suggested by the Governor.
