We spoke on 10 September about Hong Kong telegram No 904 (copy attached) and I said I would let you have these files back so that you could consider drafting a letter to Lord Gardiner.

2. As regards the mode of addressing District Judges, we

thought there might be a case for asking the Governor to

reconsider the views in his savingram No 205 of 24 August, and

I said I would see what comparisons could be made with judges of similar standing in this country.
