Mr Rushford has since provided a very useful commentary on this complex of problems, in answer to the Governor's telegram no. 67, which is itself a belated commentary on the points made by Mr Jackson-Lipkin and Lord Gardiner.

The Governor's reply is not wholly adequate as an answer to Lord Gardiner, and Mr Rushford's latest minute raises a number of points which we should discuss with Hong Kong. He has suggested that the next step might be to send these comments to the Chief Justice and Attorney-General in Hong Kong. I am sure this is right. We have also taken up with Hong Kong the idea that we might ask Mr Rushford to pay a short visit there, perhaps in February, to talk over these problems on the spot. We have not yet had a reply, but I think we should press on with this.
