LETTER TO MR BLAKER FROM SIR JOHN TILNEY

1.

Before the General Election, Sir John Tilney wrote to

Mr Blaker forwarding a letter and memorandum about the magistrates

in Hong Kong which he had received from Mr T S Lo, a member of

the Urban Council.

2.

You asked for a draft reply with comments on Mr Lo's

memorandum which you could send to Sir John Tilney. I attach a

draft. The department's legal adviser agrees.
