1. I attach "points to make" and a background brief on the illegal emigrants. I spoke informally to the South Vietnamese Embassy last week and asked them to obtain the South Vietnamese Foreign Minister's view of

the proposal that members of this delegation might visit the deportees.

Mr Bac, who was passing through London on his way to New York over the

weekend, is in favour of the suggestion and the Embassy has sent a

telegram to Saigon informing the Minister concerned and asking for a decision before the delegation leaves Britain on 28 September.

2. A background brief on the South Vietnamese membership of the IPU is

also attached.
