1. Lord Goronwy-Roberts may wish also to give thought to

Hong Kong practice in identifying illegal immigrants. There is no suggestion in the papers that the Hong Kong authorities have in mind to mount a special exercise to seek out persons

illegally living within the Colony. But it would be difficult to defend such an operation to public opinion if this were indeed contemplated.

Therefore I think it would be advisable, when instructing Hong Kong, to spell out our understanding that the identification

of illegal immigrants will come up in the normal course of

business, and that a witch-hunt is not intended.

3. Subject to the above I agree with the recommendations.
