The South Vietnamese Government was aware of widespread concern about the treatment of the 118 deportees following their return, the allega- tions of beatings at the airport, detention in the notoriously harsh conditions of Con Son penal island, and subsequent imprisonment in Saigon of those who were not released pending trial. Official Saigon conceal- ment of the information now before us can be understood, it seems to me, only in an obvious way.
In view of this, I feel you would wish to look into the matter to establish whether you have no grounds for doubting that the South Vietnamese Government have honoured their undertakings to you, as seemed to have been the case at the time of your letter of 11th Nov- ember. For our part, we would wish to give you all assistance in getting to the truth of the matter, and would be grateful if you could send us urgently the report of the proceedings made by your Embassy staff, and the full list of the 118 deportees prepared by the Immigration Department of Hong Kong which is now also in the possession of your Embassy in Saigon.
