1. I attach the latest letter from Amnesty. Mr Huang is certainly the villain of this whole episode, and is obviously smarting from the straight replies he has been given. I imagine that the prisoner said to have died is in fact the woman of whose death we were aware, and who was reported to us as not being among the 118 deportees. I should be grateful for a draft reply, which should go from me.

2. We clearly cannot and should not send him the report prepared by the Embassy: but could we send him a list of the 118 deportees as prepared in Hong Kong? This would at least serve to show him that we did have such a list, which he clearly does not now believe.
