For your information, I enclose a photocopy of an article which I wrote for the Hong Kong Standard at the time of the incident. It may be of interest, if you or the Minister are considering what improvements might be made to the law and administration relating to immigration in Hong Kong.
I am sending a type-written final draft because it is more legible than the printed edition.
I am sending a carbon copy of this letter and the enclosure to your fellow members, Mr. Ben Ford and Mr. Bob McLennan who have also corresponded with me on this matter.

On a slightly different note, I hear from a reliable source that the Minister of State, Lord Goronwy-Roberts, may shortly be visiting Hong Kong. Perhaps he might usefully make a few enquiries about the workings of the Immigration Ordinance whilst he is here. I also understand from a in Government here that Government is preparing itself for the possibility that the Minister may wish to make contact with some progressive or radical persons or groups in Hong Kong. If this is the case, I should be glad to assist by e sounding out groups and individuals with whom I have contacts here to see whether they would be prepared to help the Minister obtain a fuller picture of the real situation in Hong Kong.
So far as the Vietnamese refugees themselves are concerned, the only possible further action is for a close watch to be kept on their future treatment by the South Vietnamese authorities.
