2. Mr Ennals is not entirely happy with the last section which deals with possible EEC representations to the junta about persons under death or prison sentence in Chile. Alex Lyon in the Home Office suggested to Mr Ennals two days ago that we ought to reconsider our position on this (my minute of 9 September sent to the Department separately). In view of this would the slightly more positive re-draft that I have done of the last two paragraphs be acceptable to the Department?
