South-Vietnamic refugees who were sent

back from Hong Kong to the disreputable

Con Son.

The British Government is responsible

for the administration of Hong Kong and

I would ask you to urge the authorities

in Saigon for the promised light treat-

ment of the prisoners. A thorough investi- gation of the present prison state and

of the counts. is necessary.
