1. Many thanks for your letter of 29 July which was helpful to me. I have one footnote to your paragraph 4.

2. This is that we may be perhaps missing a trick in our public replies in regard to the attitude of the 118 them- selves. As far as I am aware, none of them when in Hong Kong revealed that he was already in trouble back in Saigon, eg as a deserter, none suggested that he was in any particular danger if he was sent back except for draft dodging, none claimed to be a conscientious objector and none actually asked for political asylum either in Hong Kong or another country They seem to have merely pleaded to

be allowed to stay
