In the light of the discussion with Lord Goronwy-Roberts yesterday, I submit a draft reply to Amnesty International's

Goronwy-Roberts, and to their telegram of the same date. I also submit a draft telegram to The Hague, Paris and Canberra enquiring about the allegation that the Dutch and French Governments have expressed willingness to accept some of the group, and that the Australian Government will be prepared to consider granting asylum

to a number of them.

2.

As Lord Goronwy-Roberts suggested, the Department will draft a further letter to Amnesty International later on, perhaps when the trials are over, replying in more detail to the remainder of the points they have raised.

3.

I attach an extract from the Hong Kong Standard of 28 July which has just reached us; it appears to have inspired much of Amnesty's latest letter.
