Amnesty International believes it to be a matter of urgent priority that an independent international enquiry be set up to establish the conditions under which the returned South Vietnamese have been detained and to establish the accuracy of our information on the 14 deaths. We hope that the sources of our information on this particular issue will prove to be inaccurate. However if there is a possibility that fourteen deportees have died and that the remaining deportees were subjected to cruel and degrading treatment, we feel that the British Government has a responsibility to initiate an international enquiry to confirm or to refute these allegations.
