MEETING WITH LORD GORONWY-ROBERTS

1.

I enclose our telegram to Denys Roberts and his reply. You may also wish to see recent telegrams to and from Saigon about the treatment of the illegal immigrants and about a possible statement by the South Vietnamese Foreign Minister. Hong Kong have expressed some doubt whether a statement in terms acceptable to the Vietnamese Government would help at this moment; but Lord Goronwy-Roberts's judgment is that it would. We have therefore authorised Saigon to go ahead.

You may also wish to mention to Lord Goronwy- Roberts the possibility of his own visit. He has now decided (Mr Galsworthy's minute of 24 July) not to go to Hong Kong in October.
