The UN High Commissioner for Refugees called on me yesterday to hand me a Note Verbale (copy enclosed) expressing his concern about the welfare of 119 RVN nationals who were allegedly deported last month from Hong Kong to South Vietnam He stressed that he had no firm evidence that the group of Vietnamese concerned had been maltreated after their return to Saigon but his office had seen a number of press reports (he instanced the Guardian in particular) and he hoped very much that we would be able to pass on to him any information that we had received. He understood that the Hong Kong Government had been given certain guarantees.
2. As we have received no information from official sources about the deportation of these people, I told the High Commissioner I would make enquiries and that I would get in touch with him again when I had something to report. Could you let me know as soon as possible what I should tell him?
