In your letter UN 2/12 of 10 July you asked for background information about the illegal immigrants, all of Chinese descent, who were repatriated from Hong Kong to South Vietnam.

the Note from the UN High Commissioner for Refugees

could be based on this reply. The one man who was

not sent back claimed to have a birth certificate

showing that he was born in Hong Kong. We have since been informed by Hong Kong that the Director of

repatriated. We mutaquently established his right story time.

3. On the return of the group to Saigon it emerged that one (Truong Hong) had previously been condemned to death on smuggling charges. He had however given a false name in Hong Kong; he has since been re-tried and sentenced to hard labour for life.

We understand from Saigon that his sentence is almost

certain to be reduced through the regular amnesties.

I leave it for you to use your own discretion as to

whether or not you mention Truong Hong to the UN High

Commissioner.

4.7 The fact that the illegal immigrants have been

transferred to Con Son Island is not so alarming as it

sounds. There is a steady stream of official visitors
