I had a call yesterday from Mr Shafqat, the Vice-Consul at the Pakistani Consulate General here. sought my help in obtaining the return to Pakistan of two nationals of that country.

The people in question are Mr Sher Zaman, son of Kohammed Nawas, and Mr Mohamed Dures, son of Ghulam Hussain. Both of them are thought to be living at 25 Lung Tak Building, Ngan Han street, Tokwa Wan, Room A-1, 11th floor, Zeman and Durez are accused of murdering a gentleman in Pakistan and seriously injuring this person's father.
The
crise vas committed on 10 October 1973 and there is a warrant in Pakistan for their arrest on charges of premeditated murder and of causing serious bodily harm (Article 302 and 307 of the Penal Code).

Information that Zaman and Durez are in Hong Kong was first placed by the brother of the murdered man, who also lives in Hong Kong. On 3 November 1973 he presented to Paloscam the Consulate General a copy of his own report to the Police of the affair, and said that Zaman and Dures vere bare. has taken since then to establish that there is a case against the two and to get warrants issued, The informant's name is Kr Mohammed Axir, who lives at 37 B. Jordan Road, 4th floor, Kowloon telephone No. 843405.

Hr Shafqat, who made this initial enquiry informally sought the return of these two persons to Pakistan. He did so on the basis that they were undesirables and were seeking to escape justice. He acknowledged that there was no Extradition Treaty between the United Kingdom and Pakistan, but hoped that we would comply with the Pakistani request in the spirit of "reciprocity of courtesy".

I said that we would look into the matter and reply in due course. I asked him to obtain the passport numbers of the two accused. I warned Mr Shafqat of the difficulty of obtaining the removal of a person to another country for judicial proceedings unless there was an Extradition Treaty
in force.
