HONG KONG: ILLEGAL IMMIGRANTS FROM SOUTH VIETNAM

1.

Mr Robert Maclennan MP has written to Mr David Ennals

enclosing correspondence from Mr M P Tracy of Hastings & Co, a firm of solicitors in Hong Kong, about Mr Li Kit, one of the 119 illegal immigrants recently returned from Hong Kong to

South Vietnam.

2.

The detailed enclosures to Mr Maclennan's letter raise

a number of questions, not all of which we could answer without further reference to Hong Kong. Mr Maclennan himself, however, simply asks what the present situation is. I recommend that we send him a short factual reply, on the lines suggested in my submission of 25 June, which covered a draft reply to ir Ben Ford MP

about the same case.

3.

agree.

I submit a draft accordingly.

4.

The original of Mr Tracy's letter was addressed to Mr Greville Janner MP. Mr Tracy has also sent copies to several other MPs. They too may write to us. I have accordingly sent a copy of the letter to Hong Kong in the weekend bag, so that we can refer to it in the event of other MP's pressing us on details.
