Lord Goronwy-Roberts has just received the attached letter from Martin Ennals. He would like to sit on the letter for a week to see whether Martin Ennals comes back about the repatriation of the 119. If we have heard nothing further from him by early next week, he would like to write saying that he regrets that it was necessary to send them back. He should be grateful if, provided there is no further approach from Mr Ennals by next week, you could let us have a draft.
